人行低調公布新貨幣政策工具　曾用於錢荒期

【賴宇萍╱綜合外電報導】中國人民銀行（人行）今天在其網站的貨幣政策工具欄中，新添「常備借貸便利」（Standing Lending Facility，SLF）項目，低調公布今年1~9月操作此項工具的狀況，截至9月，投放餘額達3860億元人民幣（1.86兆元台幣）。

公告中指出，人行在今年春節與6月流動性異常波動期間，都採取了相關操作。

人行在今年初創設了SLF，主要功能是滿足金融機構期限較長的高額流動性需求，最長期限為3個月，目前以1~3個月期操作為主，主要以抵押方式發放，合格抵押品包括高信用評級的債券類資產與優質信貸資產等。

市場人士認為，人行此舉不但加強了貨幣政策工具操作與訊息披露的透明性，同時也向市場亮底牌，強調在流動性吃緊之際，人行仍有能力維持市場穩定。
