【戴之聖／基隆報導】「只差2秒鐘我就會被沖走!」8月31日豪雨肆虐基隆地區，北寧路上因土石流造鬆動下滑造成許多住戶受創，其中一間彩券行的黃姓女店員在今天上午表示，當時她正在店裡顧店，31日下午3時許突然「轟轟隆隆!」她還來不及反應就先直接跑出去店外，接著就看見黃色的土石淹進店裡，事後黃小姐回想起還是心有餘悸相當害怕。
