中央銀行20日公布第2季國際收支，經常帳順差138億美元，金融帳淨流出100.8億美元，國際收支順差(反映在央行準備資產增加)38.8億美元，已連續7季順差，不過，金融帳則呈現連續12季呈現淨流出，超越金融海嘯前的記錄。
至於累計今年上半年，經常帳順差248.6億美元，金融帳呈淨流出190.7億美元，國際收支綜合餘額順差60.3億美元。
央行指出，金融帳連12季淨流出有助於國際收支的平衡，降低匯率升值的壓力，當前金融帳淨流出的情形還算「健康」的現象。
不過，據統計，2005年第3季以來，在國內利率處於低檔，歐美景氣佳，國人海外投資的金額增加，曾出現連續10季金融帳呈現淨流出的情況，累計淨流出金額更達672.48億美元。
今年第二季金融帳仍呈現淨流出100.8億美元，這則是自2010年第3季以來連續12季的金融帳淨流出，累計淨流出金額更達913億美元，相當於新台幣2.74兆元，超越2005年第3季以來的資金淨流出。
央行表示，在金融帳部分，第2季直接投資與證券投資分別淨流出21.8億美元及32億美元。其中，國內保險公司投資國外債權證券增加，使國人對外證券投資淨流出30.7億美元。
此外，在外資減持公債之下，外資淨流出趨緩至1.3億美元。其他投資淨流出49.6億美元，主要是國際金融業務分行(OBU)國外放款增加，因此，第2季國際收支金融帳淨流出共100.8億美元。
在經常帳構成項目部分，央行統計，雖然第2季所得順差減少及經常移轉逆差略增，不過，商品順差增加至102.6億美元，使得經常帳順差增加29.1億美元或26.7%。
