李來希：關中建議 年金改革「分階段進行」

勞委會公務人員協會理事長李來希今天透露，考試院院長關中上個月上書馬總統承認年金改革法案「不夠務實」，建議總統分階段進行，否則恐難通過。

李來希透露，關中提出公務人員年金改革多項讓步，包括原本退撫所得替代率上限80%、退撫制度成為三層年金等，都暫時不動；原本計算年金給付標準由最後一天薪資已改為15年平均薪資，也要再改為5年平均薪資等。但公保給付率則由每年0.75%降為0.65%，最高費率由15%提高為20%。李來希批評，如此調整仍是「關中一個人意見」，未經任何協商。

考試院院長辦公室中午回應表，李來希不清楚事實情況，考試院尊重他發言，但不需做任何回應和評論。 關中辦公室表示，關中確實在五院院長座談中，向馬總統提出年金改革建議方案，希望能盡快推動年金改革。但目前年金改革方案已是法律草案，無法變動。
