重罰有效?數字說話！裁罰8.5億收到3.7億

環保署與高雄市政府決定共同對日月光非法排放有毒廢水追繳不法利得，但違法廠商未必依繳交。環保署統計顯示，從95年以來，環保署及各縣市因違法環保法規，依行政罰法開罰不法利得案件共29件，裁罰金額高達8億5300萬元，但實際裁罰成功的只有3億7500萬元。

環保署督察總隊統計，歷年依行政罰法不法利得裁罰案件中，以和平電力公司汙染案裁罰金額最高，達到4.4億元，由於金額高，花蓮縣政府同意和平電力公司分兩年五期繳納，迄今已繳納2.7億元。另外，觀音工業區偷排廢水案裁罰1.3億元，迄今已繳納8200萬元，兩件都是裁罰成功案件。

其他如中油高雄煉油廠違反水汙法被裁罰1577萬元，台塑仁武廠違反水汙法被裁罰8000萬元，兩公司至今未繳交半毛錢，還在打行政訴訟中。
