新北發市庫券　不列入票金公司授信總額

【廖珮君／台北報導】金管會9月10日核准新北市政府發行１年期以內的「市庫券」，成為全台各縣市首例。金管會今日晚間更進一步鬆綁，票金公司對政府機關辦理保證、背書，將不列入票金公司授信總額，限該票金公司淨值5倍的限制。此舉將有助於政府機關透過票券商，發短票或市庫券籌資，籌資管道更多元，成本也可以降低。

銀行局副局長張國銘說，因市庫券發行人為政府機關，信用風險低，因此不列入票金公司授信總額限制內。目前票金公司辦理短票的保證、背書總額已達4094億元，占淨值4.14倍，已逼近法定5倍上限。

張國銘說，雖不列入票金公司授信總額內，但為維護票金公司穩健經營和流動性管理需要，這次也修法增列，票金公司對我國單一政府機關的保證、背書餘額，不得超過該公司淨值30%。
