外界對於國防部頒發洪仲丘旌忠狀頗多批評。國防部今晚發出新聞稿表示，陸軍司令部相關處理作業尚欠週延，國防部深表歉意。國防部表示，旌忠狀作業程序係分層負責，由陸軍司令部向後備指揮部提出申請，並經後備指揮部審認後核發，無須經過國防部長、行政院長及總統核定。
