全募兵延後 6萬人還得當兵

募兵制大轉彎，全募兵制上路期程延後2年，從2015年1月1日，延後到民國2017年1月1日。國防部今天下午開記者會宣布，1993年以前出生、尚未服兵役之義務役役男，原可轉服替代役，但政策急轉彎，這些役男仍須入營服役，影響人數約6萬人。

國防部表示，1994年1月1日以後出生者不受影響，仍維持原計畫，接受4個月軍事訓練。

國防部表示，志願役招募員額不足，加上募兵制配套措施未規劃完整，若今年底就停止徵集常備兵現役，國軍各類型部隊兵力，預判將面臨編現比偏低狀況，軍方擔憂兵力不足將影響救災、戰備演訓等任務，因此依「募兵制實施計畫」啟動風險管控機制，調整相關規劃。

國防部表示，相關規劃已研擬約半年，期間陸續有跟總統做現況分析報告。
