針對敘利亞阿塞德政府以化學武器攻擊平民，英美兩國將在10天內展開迅速而精準的懲罰性攻擊行動。為免戰線擴大，很可能從海上的戰艦發射巡弋飛彈摧毀敘國政府的化武攻擊能力。
英國《每日郵報》報導，美國共和黨籍聯邦參議員考克受訪時說，他希望美軍發動「如外科手術般精準」、「符合比例原則」、「不陷衝突泥沼」的空襲。
根據《聯合報》報導，英美兩國將領正利用目前在敘利亞上空巡邏的無人飛機和地面特種部隊所收集的情報，擬訂攻擊目標，詳細攻擊計畫可能在24～48小時內完成。這些目標包括敘利亞防空系統、指揮及控制碉堡、通信中心、政府建築、飛彈發射地點及空軍部隊。
美英也可能聯手空襲敘國軍方發動化武攻擊的單位，也就是總部設在大馬士革西方山區的敘利亞陸軍第4裝甲師第155大隊，該部指揮官是總統阿塞德的弟弟馬希爾．阿塞德。
據《中國時報》的報導，目前美軍已在地中海部署4艘配備戰斧巡弋飛彈的驅逐艦，一旦白宮下令，便可立刻以戰斧巡弋飛彈攻擊遠在1900多公里外的敘境目標。英軍方面則可動員長期巡邏中東地區的特拉法加級核子動力潛艦，發射戰斧巡弋飛彈襲擊。
這項懲罰性攻擊行動之所以優先選擇飛彈攻擊而非戰機轟炸，是為了避開俄羅斯提供給敘利亞的先進防空系統。阿塞德政權一向是以空軍部隊為優勢，如摧毀或削弱其空軍，必將拉抬敘利亞反對勢力。
美國智庫大西洋理事會（Atlantic Council）的資深研究員巴里斯說：「行動的目標是要懲罰，而不是攻權更迭，也不是讓權力均勢傾向對反抗軍有利。」他表示，西方必須要有行動，但也要表明是有限度的干預。
