「國軍改革人權保障作為」巡迴馬祖宣教講習

（軍聞社記者劉育然臺北廿七日電）國防部總督察長室主任夏復華中將今天表示，各級幹部做好領導統御工作，健全部隊合理管教，以親考親教方式，傳授帶兵領導經驗，並透過部隊集會時機輔以宣教，凝聚全軍共識，確維護軍中人權保障。　

　「國軍改革人權保障作為」馬祖地區巡迴講習，召集防區內編階上校以上單位主官、政戰主任及士官督導長與會，共區分「精進士官制度」、「禁閉室改革」、「健全領導統御（含駐連輔導作法）」、「人權保障作為」、「通資安全管理」、「精進申訴制度」、「強化心理輔導」、「熱傷害救護及傷情回報」與「精進法治教育」等改革作為，由各承辦單位進行報告，詳細分析改革重點，同時就講習內容進行說明及意見研討，以促進興革方案越趨完善。

　夏復華表示，透過講習期使與會幹部，瞭解相關作法、貫徹執行，推動軍中人權改革作為，做好領導統御工作，精進士官幹部職能學養，強化領導管理教育，進而凝聚單位團隊向心與士氣，重新贏得國人信賴，恢復國軍榮譽與形象。
