混蛋市長緩刑　小警員不得緩刑

【蔡進男、戴之聖／基隆報導】自稱「混蛋市長」基隆市長張通榮去年9月涉嫌關說酒駕廖姓婦人襲警案，引發輿論譁然，基隆地院昨審查終結，認為張通榮教唆犯行，助長特權關說歪風，依教唆公務員縱放罪嫌，判處有期徒刑1年8個月、緩刑5年，須繳交公庫200萬元，及200小時義務勞動，但迫於官威放人的承辦警員廖祥銓因否認放人遭判處6個月，不予緩刑，但得聲請社會勞動代替，全案仍可上訴。
