excel用函式篩選資料有問題求助

我在網路賞搜尋有關函式篩選，嘗試改動篩選條件，但結果不合條件的的資料列卻沒被排除，還是會以空列出現，請專家們幫我看看函式哪裡出錯，要怎麼改才能只列出符合條件的資料列
