立院審環署預算案 促加強稽查

（中央社記者魏紜鈴台北2013年12月19日電）日月光涉排污水，立院社會福利及衛生環境委員會今天初審中華民國103年度行政院環境保護署主管預算案時，要求加強稽查。

高雄市政府環境保護局查出日月光半導體製造股份有限公司高雄K7廠排放廢水到後勁溪，依水污染防治法裁罰新台幣60萬元，並命廠方停工，最快21日發出勒令停工。

民主進步黨籍立法委員趙天麟、陳節如與劉建國提案，日月光僅遭罰60萬元，相對廠商年收入超過2000億元鉅額所得，明顯不具嚇阻效果。

環保署環境督察總隊長陳咸亨答詢表示，以日月光案為例，追討到的罰鍰入高市府庫，不會到中央政府。

多數與會立委說，環保署應積極追繳不法利得，未來應加強稽查工作與積極嚴懲，通過提案要求增列環保署103年度罰金罰鍰目標收入為6076萬5000元。
