陸軍下士洪仲丘的姊姊洪慈庸今（5）日拜會立法院國民黨團，希望臨時會能修正軍事審判法。國民黨立委陳鎮湘澄清表示，他並未反對軍審法修法，但他擔心陸戰隊蛙人的地獄週被認定是凌虐，「那還有人願意訓練嗎？」
陳鎮湘表示，他在陸軍將近40年，能體會洪家的感受，但軍中幾十萬人，這些少數的敗類當然應該繩之以法。
陳鎮湘強調，軍刑法行之多年，很多問題都值得檢討改進，對於移到普通司法，「我是中國國民黨黨員，我當然要服從黨的決策；但是我另外一個身份，我是專業的職業軍人出身」。他說，「如果我們戰備訓練受到影響，國家安全會有顧慮」。
陳鎮湘指出，「軍刑法裡對於凌虐的界定是不明確的，所以希望修法的同時，能夠給予明確的定義」，這不僅可以防止凌虐發生，也能給所有的部隊長正常的資訊。
陳鎮湘說，「如果我不講，換句話說，我就失去了我應有的專業」。他強調，陸戰隊的蛙人表演，大家都認為這是第一流的部隊，「如果那個地獄週被認定是凌虐，那還有人願意訓練嗎？」
陳鎮湘表示，特戰部隊訓是世界的第一流，都是嚴格訓練標準所養成出來的，部隊的要求「從嚴、從難、從簡」，如果界定不明確，部隊長經常跑法院，「請問我們的訓練怎樣跟敵人一較長短？」
他說，他站在國家安全的立場，表達他的專業立場，他支持快速修法，也支持周延的修法。
