韓國政府開始對通過文件共享方式來進行電影、電視劇等流通的torrent網站進行全面製裁。

5月30日，文化體育觀光部發表消息稱“已經以違反著作權法的嫌疑對12名torrent運營者，以及41名上傳1000個以上文件到該網站的網民進行不拘留立案，並將把他們移交至檢察機關調查處理”。這是政府首次因涉嫌違反著作權法而對torrent網站展開調查。

文化體育觀光部在今年2月和3月兩個月的時間裏扣押搜查了10個網站的服務器。通過這些網站非法下載的版權文件共計7億1500萬件，侵害版權的規模高達8667億韓元（韓國著作權委員會估算）。經調查，8個網站的非法運營收益高達7億3000萬韓元。

被揭發的A某共曾放任48萬個文件上傳到網站上，並通過吸引橫幅廣告等方式獲得了3億5000萬韓元的收益。此外，調查還發現有未成年中學生在製作相關網站並運營3個月以後，在今年年初以260萬韓元的價格賣掉。
