大陸人行公佈《涉及恐怖活動資產凍結管理辦法（徵求意見稿）》。根據該管理辦法，一旦經過公安部的核實，銀行和其他機構可以凍結與恐怖活動人員、恐怖活動組織有關的資金。執行公安部凍結資金或者其他資產決定的金融機構、特定非金融機構，不承擔民事違約或侵權責任。

該管理辦法要求，金融機構、特定非金融機構有合理理由懷疑有關資金或者其他資產涉及恐怖活動組織、恐怖活動人員，或者客戶、委託人或其交易對手涉及恐怖活動組織、恐怖活動人員的，應當立即對有關資金或者其他資產以及金融帳戶、金融交易採取必要的交易限制措施。

此外，金融機構、特定非金融機構不得擅自解除對涉及恐怖活動組織、恐怖活動人員的資金或者其他資產的凍結。
