廣大興28號漁船事件，造成台菲關係緊張。基隆市長張通榮13日上午在市議會備詢時表示，總統府、外交部已發表聲明，不願接受菲律賓非正式道歉，基隆市也將跟進抵制。在菲方正式道歉前，拒絕與納卯、描戈律市兩個姊妹市往來，也不會邀請他們參加今年農曆7月的雞籠中元祭活動。
