菲律賓總統府昨天發表聲明，稱菲律賓駐台代表已向台灣受害家屬轉達「慰問與道歉」之意，中山大學海洋政策研究中心主任胡念祖認為，國家對國家或政府對政府的道歉，與菲律賓駐台代表對家屬的道歉，在國際法上層級不同，有不同的意涵。其實菲律賓如何回應我政府的要求，端視我們施加的壓力而定，過幾天就知道我們施加的壓力夠不夠了。
