五都改制可增12000人

銓敘部指出，五都一準改制後員額的增加部分，依「地方行政機關組準則」所定員額上限，改制的直轄市總計可以增加12000多人，但是因行政院對改制後，前三年定有員額管控措施，直轄市並沒有大量增加員額。

增加員額中，以桃園縣增加1383多，其次是台中市1036人次之，高雄市是直轄及新北市之前是準直轄市，因此員額增加較少。
