打擊跨國逃漏稅，義大利首推谷歌稅

義大利國會23日通過新的網路廣告稅法，或俗稱的谷歌稅，將要求未來所有義大利企業購買網路廣告時，都必須透過當地註冊公司，以杜絕跨國企業利用愛爾蘭、盧森堡等避稅天堂逃稅。

據彭博社報導，經濟合作暨發展組織(OECD)7月曾受20國之邀研擬策略，希望避免谷歌、蘋果、雅虎等企業將獲利移往海外進行避稅，義大利目前是第一個以實際行動立法執行的國家。OECD估計美國、歐洲每年因跨國公司避稅行為而損失的稅金高達1千億美元。

不過，由於谷歌稅似乎有歧視特定商業行為之虞，英國Lancaster大學法學教授Sol Picciotto認為，該稅法未來可能會因違反歐盟規定而面臨挑戰。米蘭Bocconi大學管理學院教授Carlo Alberto Carnevale-Maffe則指出，義大利新稅法立意正確但未對症下藥，凸顯義大利政府怠惰，雖然需錢孔急，但卻又追稅不力。
