TDR盛轉衰 三病因

TDR市場近年來由盛轉衰，主要問題有三項，包括流通量不足，企業再發行新股徒增成本，以及證交所近年來修法提高TDR上市與監理門檻，導致TDR市場走入死胡同，市場期待主管機關趕快找出解決方法。

證交所董事長薛琦在任內曾大力推動TDR政策，但現在市場發展卻出現瓶頸。過去吸引新加坡上市公司來台發行TDR，主要因當時的台股高本益比、高周轉率的光環，但此優勢在近二年卻明顯退潮；此外，TDR交易低迷，價格常低於原股，使得套利投資人不斷兌回母股賺取獲利，最終面臨流通量不足的下市問題。

而面臨愈來愈多TDR下市及爾必達破產後，證交所修法提高TDR上市審查、上市監理、退場機制及強化承銷商責任，使得證交所陷入無公司申請TDR上市。
