邁向離岸中心 下一步拚放款業務

國銀外匯指定銀行（DBU）2月6日開辦人民幣業務，還不到十個月，人民幣存款已經突破千億規模，邁向人民幣離岸中心首部曲－資金池成形，大型行庫主管強調，提振放款業務為下階段的首要課題，這也是台灣能否追上香港的關鍵所在。

銀行主管分析說，國銀吸收大量的人民幣存款，但資金去化管道相當有限，絕大多數吸收的存款部位，都轉存在辦理清算的中國銀行台北分行。目前的行情，中行給予參加行近4%的高利率，扣除資金成本，還有超過1個百分點的利潤。

也就是說，國銀不費吹灰之力，吸收民眾存款後轉存中行，利差就能輕鬆入袋，不用擔心資金去化無路的問題。

但銀行主管強調，判斷一家銀行的經營能力，應該著眼於吸收資金後的運用能力，如何分析風險、辦理貸放業務，只握有鉅額存款，卻沒有能力放款，導致資金的供給與需求不成比例，非長久之計。
