院會宣告倒閣案成立　相關程序交朝野協商

【陳培煌／台北報導】民進黨團上午依據《憲法》增修條文規定，正式對行政院長江宜樺提出不信任案。立法院長王金平在立院報告事項前宣讀，這是本屆第二次處理不信任案，相關程序交朝野協商。王金平的宣讀，等於宣告不信任案啟動。

依《憲法》增修條文規定，經全體立委三分之一以上連署，可對行政院長提出不信任案，連署成案後在院會報告事項前提出，不經討論及交付全院委員會審查；全院委員會於72小時後立即召開審查，並於48小時內以記名表決投票。

不信任案表決經全體委員二分之一以上贊成，現全體委員112席，須贊成票57票，不信任才會通過；行政院長應於10日內提出辭職，並得同時呈請總統解散國會。若不信任案未通過，一年內不得對同一院長再提不信任案。
