【陳偉周／基隆報導】中度颱風菲特即將來襲，中央氣象局在下午2時30分發布陸上警報，警戒區域包括台北市、新北市、基隆、宜蘭等地區。基隆市災害應變中心下午4時一級開設，市長張通榮強調，北寧路上山坡地已做好防土石工程，並請工務處派人加強巡邏。
