NCC委託財團法人電信技術中心（TTC）執行「量測全國行動上網速率提供情形」計畫，第一階段效能分析報告已經完成。消費者端量測的有效參與者為1981人，產生有效樣本數約443萬筆，平均下載速率達3.95Mbps，較去年底提升約57%。

國家通訊傳播委員會（NCC）指出，102年度「量測全國行動上網速率提供情形」計畫的第1階段是5到7月，第2階段是8到11月。第1階段的定點量測已完成12縣市、89個鄉鎮市區，共351個點的量測；移動量測已完成部分密集都會區及其他都會區、國道、高鐵全線及高雄捷運全線的量測。

NCC表示，雖然全面性上網速率量測已使行動寬頻上網服務有所改善，但影響各地區行動通訊傳輸能量的基地台，設置上仍面臨諸多困難，未來仍須宣導電磁波正確知識；而各縣市政府協力解決基地台建設所涉及問題，才能使各縣市行動寬頻網路環境更完善，提供當地民眾及觀光客更便利的上網服務，營造便捷的在地通訊環境，帶動地方產業發展。
