財政部13日指出，初步認定大陸及韓國產製的不銹鋼冷軋鋼品等有傾銷情事，而且已對國內產業造成實質損害，即使仍在調查期間，15日起將對大陸及韓國相關鋼品臨時課徵反傾銷稅。
財政部關務署表示，經與經濟部分別調查後，初步認定大陸及韓國產製不銹鋼冷軋鋼品有傾銷情事，為防止在調查期間繼續損害台灣產業，自15日起，將對大陸及韓國鋼品等臨時課徵反傾銷稅。
關務署說明，此案涉案貨物為300系不銹鋼冷軋鋼品，其厚度小於4.75公厘者，包含SUS301、304、304L、316、316L及321等及其他對應規格產品，皆屬現行進口稅率免稅的項目，其參考貨品分類號列計有7219329011、7219329012等15項。
關稅署進一步指出，依平衡稅及反傾銷稅課徵實施辦法規定，臨時課徵期間一般不超過4個月；另此案還需進行傾銷最後調查，不排除依實地查核結果或發現其它新事證，獲致不同的傾銷差率或結論。
財政部表示，反傾銷稅的課徵，將於初步認定的翌日起60日內，完成有無傾銷的最後認定。經最後認定有傾銷事實者，應即通知經濟部。
此外，經濟部在接獲通知的翌日起40日內，作成該傾銷是否損害我國產業的最後調查認定，並通知財政部。財政部接獲經濟部通知的翌日起10日內，提交關稅稅率委員會審議是否課徵反傾銷稅。
財政部也公告廠商適用稅率，大陸山西太鋼不銹鋼、天津太鋼天管不銹鋼等2家製造商及太鋼不銹香港有限公司、太鋼進出口（香港）有限公司等2家出口商均課以20.52%的反傾銷稅，其他製造商或出口商稅率為45.96%。另外，韓國製造商POSCO及4家出口商課27.26%稅率，其他製造商或出口商課46.02%稅率。
