為提供輪椅民眾更便利金融服務，金管會13日表示，今(2013)年底前將完成五都市政府及其區域內醫學中心、特等火車站、高鐵站的無障礙ATM建置，明年底進一步完成機場、五都市政府區域內的區域醫院、一等火車站、大型賣場及五都市政府以外醫學中心的無障礙ATM建置。
金管會去年6月要求金融機構在車站、醫院等公共場所應優先設置符合輪椅民眾使用的ATM機型外，並持續督促金融機構應於增設、遷移分行及營業場所外ATM時，應將營業場所設置為無障礙環境。
根據金管會公布的最新統計，截至今年6月底各銀行及中華郵政公司設置符合輪椅民眾使用的ATM機型共有1萬3517台，占ATM總台數55%，較去年底的8650台，增加56%。
金管會指出，金融機構在醫院、車站、學校及政府單位等公共場所設置符合輪椅民眾使用的ATM已達30%，但分布上可能未符合實際需求，因此，金管會近日邀請內政部營建署、中華民國殘障聯盟、中華民國脊髓損傷者聯合會、台北市行無礙資源推廣協會、台北市脊髓損傷者協會、銀行公會、信聯社及12家設置ATM較多銀行開會研商，並達成4大共識。
金管會說明，將請銀行公會及信聯社轉知會（社）員機構在採購無障礙ATM機型，其規格除應考量最高按鍵區外，須注意螢幕仰角及取鈔口位置深度等，且於裝置前應從輪椅民眾需求角度思考適合的設置地點，並洽請輪椅民眾實際操作或自行模擬操作，以符合實際需求。
此外，醫院、高鐵、火車站、機場、大型賣場等公共場所設有ATM的金融機構，應優先將ATM汰換為符合輪椅民眾使用ATM，並在今年12月31日前，在五都市政府及其區域內醫學中心、特等火車站、高鐵站，在明年12月31日前機場、五都市政府區域內的區域醫院、一等火車站、大型賣場，及五都市政府以外醫學中心等地，完成無障礙ATM建置。 (接下一頁)
