金管會：9月起轉入靜止戶前應事先通知

為便於消費者帳戶使用管理，並為預防金融犯罪，衡酌業者帳戶管理成本，金管會今(8)日表示，9月起，凡設有靜止戶的銀行業，應善盡管理人責任，對即將轉入靜止戶要先通知存款人。

金管會表示，設有靜止戶的銀行業，自9月起，於轉入靜止戶前先通知存款人。

銀行業應於契約以加大、加粗或特殊明顯字體載明轉入靜止戶的金額及條件外，有關轉入靜止戶前之通知及方式、轉入靜止戶後之交易限制、重新啟用與結清程序等相關權利義務，應於存款開戶契約中明定，以維雙方權益。

金管會進一步指出，相關新開戶存款契約之調整，並應於今(2013)年底前儘速完成。

此外，存款轉入靜止戶者，銀行業者不得再收取帳戶管理費。

金管會表示，為鼓勵並協助已轉列靜止戶的存款人或繼承人對該帳戶之管理，已請銀行公會儘速研議靜止戶簡便結清及重新啟用手續，並檢討修正有關靜止戶恢復往來之檢核作業，轉知會員機構遵循辦理。
