特別費解套 先有高層共識再朝野同意

特別費除罪化的修法，經立法院深夜闖關成功，引發社會輿論與巨大壓力。國民黨大小黨鞭都參與協商，但法案三讀即神隱失聯，留下來看家的國民黨首席副書記長林德福則說，他根本沒有參與協商，只是到了要簽署朝野協商結論時，才被叫進院長休息室，在眾人目光下簽字同意。據了解，為了解決這項「歷史共業」，兩年前就已共識要替民代除罪，但顧及爭議性過高，遲遲不願出手，近期碰上教授涉及報帳爭議，亟待修法，才順水推舟一併除罪。
