【綜合報導】美國總統歐巴馬在當地時間1日下午1時（台灣時間2日凌晨1時）在白宮玫瑰花園草坪發表演說。他一開始就表示這次美國聯邦政府被迫關門，是「一個政黨、一個政府部門」關掉整個政府，明顯把矛頭指向共和黨與國會。

【綜合報導】美國總統歐巴馬1日在白宮演說時表示，這次政府關門是1996年來的第一次，他表示政府無法正常運作，對許多家庭與商業活動來說都造成傷害。他呼籲國會盡到自己的責任（通過預算），也讓許多賦閒在家的公務員能夠回到工作崗位。

| 歐巴馬捍衛健保改革 稱不會接受共和黨要求

【綜合報導】美國總統歐巴馬在白宮演說時堅定捍衛健保改革，稱要是沒有健保，許多癌症病患根本無力負擔醫藥費用。他指責共和黨人阻擋健保是「意識形態戰爭」（ideological crusade），並催促國會議員無條件通過讓政府恢復運作的預算案。
歐巴馬說：「他們（國會）為了意識形態關閉政府，拒絕讓數以百萬計的美國民眾擁有可負擔的健保。」歐巴馬表示，他不會對健保案妥協。
