櫃買中心積極推動寶島債，不過，目前大都是機構法人來投資，比重超過99%，散戶參與比較少，櫃買中心董事長吳壽山表示，希望未來能積極推廣，讓散戶參與寶島債，目標是朝一成比重邁進。

此外，寶島債的申請也將採分級管理制，簡化發行人的申請程序，讓發行人的成本更降低，也增加來發行寶島債的意願。
