馬英九總統今天上午主持國安高層會議，總統府發言人李佳霏轉述馬總統裁示，如果菲律賓今天下午6時前，無法滿足我方的四項要求，包括正式道歉、賠償損失、儘速徹查事實嚴懲兇手、儘速啟動台菲漁業協議談判，政府將再採取第二波八項跨部會的制裁措施。
