監察院調查發現，澎湖縣望安鄉長葉忠入與鄉公所秘書賴世銀配合土地炒作業者，違法標售千餘筆公共設施保留地，兩人的作為是把土地從公家「掏到私人」，已嚴重違法亂紀，情節重大，10日通過彈劾，並移送公懲會處理。
