有關證所稅檢討，台大經濟系教授林建甫建議，必須保留核實課稅的精神，賺錢課稅，虧損貼補，證交稅取代證所稅，核實課稅的精神就會消失。

他說，貿然廢除證所稅，整個國家還是有一半的人會不滿意，證所稅的調整應該要有配套措施。從金融海嘯後，民眾對公平正義是有所求，台灣也不能對證所稅完全沒作為，過去證交稅可以創造一年1200億元的收入，現在因為課徵證所稅，造成證交稅短收550億元，是必須要正視的課稅缺口。
