法官判偵監違憲 美政府上訴

（中央社華盛頓3日綜合外電報導）美國聯邦地區法官李昂（Richard Leon）先前判決國家安全局（NSA）「近乎歐威爾式的」大規模搜集電話紀錄計畫是違法的，美國政府今天對這項判決提出上訴。

美國司法部今天要求哥倫比亞特區聯邦巡迴法院考慮法官李昂的判決。

法新社報導，另一方面，美國國家情報總監克萊佩（James Clapper）透露，秘密的「海外情報監聽法庭」（Foreign Intelligence Surveillance Court）已再度授權國安局搜集電話「詮釋資料」（metadata）。

國安局承包商前雇員史諾登（Edward Snowden）2013年夏季揭露國安局大規模偵監計畫，引發各界關注。

美國民權團體聲稱，這項計畫侵犯公民隱私權，華盛頓特區聯邦地區法官李昂12月16日判決國安局計畫可能違憲。

聯邦地區法官鮑利12月27日判決，國安局計畫是合法的，駁回美國民權聯盟（ACLU）對這項爭議性反恐怖主義計畫的挑戰。

路透社說，法官判決不同，或許顯示未來需要美國最高法院解決關於這項計畫的相關議題。1030104
