加泰隆尼亞獨立公投 西班牙：違憲

西班牙加泰隆尼亞自治區地方議會12日通過決議，預定2014年11月9日舉行獨立公投。不過，中央政府立即表示獨立公投違憲。西班牙總理拉霍伊說，「身為總理我發誓要維持憲法和法律，因此我保證，這項公投不會發生」。

公投決議在地方議會獲得約三分之二議員支持。拉霍伊12月稍早曾說，加泰隆尼亞不可能和英國蘇格蘭一樣舉行獨立公投，因為西班牙憲法明文禁止。

加泰隆尼亞位於西國東北部，首府巴塞隆納，屬傳統富庶工業區，經濟產值約占全國五分之一，且擁有自己獨特的語言、文化，長久以來醞釀獨立。11月一項民調顯示，46%加泰隆尼亞人支持獨立，42%支持依舊隸屬西班牙。

西班牙憲法教授說，儘管中央政府禁止，但這項公投應該會如期舉行，且不管結果如何，加泰隆尼亞自治政府都是贏家，因為公投結果雖無約束力，卻是絕佳的施壓武器。
