大國大時代╱博弈談╱劉偉：分稅制使大陸經濟成博弈主線

由大陸中央人民廣播電台經濟之聲、央廣網主辦的《大國大時代——中國經濟十月談》系列時事報告會第十場——《博弈談：中央和地方，事誰幹？錢誰出？》。著名經濟學家、北京大學常務副校長劉偉做主旨演講。

根據中國廣播網報導，劉偉介紹，1994年推行的分稅制改革使國家財政收入占GDP的比重從1996年的9.71%上升到了2000年的18%以上，幾乎提高了一倍。但由此帶來的一個問題就是中央和地方的關係問題——在大陸無論是計劃經濟體制，還是改革開放以來，這都是一個獨具特色的，甚至成為一個利益博奕的主線。
