【短片】加州監獄傳虐囚　囚犯數度求饒無效

【周佩萱／綜合外電報導】美國加州一監獄傳出獄警虐囚，一名患有精神疾病的囚犯遭噴灑胡椒噴霧，獄警任由他尖叫求饒，依舊不肯停手。
 
這起事件發生在去年7月，影片於周四由聯邦法院公開，畫面中可以看到裸身的囚犯，被6名獄警聯手施虐，將他五花大綁，不斷噴灑胡椒噴霧，另外還有囚犯被強迫服藥。
 
事件被公開是由於囚犯律師要求監獄停用胡椒噴霧，對付有精神疾病的囚犯，法官於是要求獄方公開監視器畫面，發現獄警執法過當，當局則回應表示正研擬新法，限制監獄使用胡椒噴霧對付患有精神病的囚犯。
