監聽引關切　台中市警局長稱合法監聽無侵權」

 【都會中心／台中報導】台中市議員林汝洲今天質詢市警察局，市警局申請監聽案100年627件、101年779件，但破案率只有一半，剩餘一半未破案的部份算不算是傷害人權? 破案只能靠監聽嗎?

台中市副市長蔡炳坤表示，如果破案和監聽之間無法取得平衡一定會傷害人權，警察辦案一定遵守程序。

警察局長刁建生也表示，市警局靠監聽破案實際上只有2.5%，也就是高達97.5%藉由勤務、錄影監視、民眾檢舉等方式迫案，而且必須事先向檢察官、法官申請才能執行監聽，不是想聽就聽，因此是合法沒有侵權的問題。

刁建生也說，擄人勒索、抓賄選等非常必要案件須使用監聽，他認為監聽是「必要之善」，用在急迫案件，他強調，警察辦案和保障人權要取得平衡，絕不可浮爛監聽。
