國民黨今（23）召開中常會，有中常委對於總統馬英九近來多次被抗議民眾「丟鞋嗆聲」表達不捨之意，馬英九回應說，公民團體不應從事暴力，公民社會也不應該容許暴力，他同時也指示，行政部門必須在召開國民黨19全會之前，與相關社會團體、學校妥善溝通，並對民間提出的訴求做出正面回應。

根據與會人員轉述，在會中有人提到，馬總統多次被人丟鞋嗆聲，讓人不捨，建議行政單位對於這類的違法行為加以研究，是否能視為侮辱國家元首的現行犯。

據轉述，馬英九當場回應說，不管立場上是支持或反對，都要尊重集會遊行的權力，但自由要以不妨礙他人的自由為限，馬英九強調，公民團體不應從事暴力，公民社會也不應該容許暴力。

與會者轉述說，馬英九同時還指示，在召開19全會之前，行政部門應與各個相關團體妥善溝通並且正面回應，例如勞委會應對「關廠工人連線」的訴求有所正面回應。
