周本錡虐院生　邱文達：應停職接受調查

【沈能元／台北報導】苗栗縣私立親民啟能教養院發生凌虐院生事件，立委趙天麟今在立院社會福利及衛生環境委員會質詢時表示，苗栗縣政府縣縣長劉政鴻公開嗆聲「要求中央接管院生」，真的有夠丟臉，要求衛生福利部長邱文達應有作為。邱文達今表示「會努力」，並將建議親民啟能教養院董事會，應將院長周本錡暫時停職接受調查。

立委陳節如今在立院也表示，關心弱勢院生是應該的，劉政鴻只會拆房子，如果劉政鴻不願意做，「就趕快下台」，陳節如與中華民國智障者家長總會今早也至監察院提出陳情，希望監察院調查並追究苗栗縣政府的相關責任。

邱文達說，日前衛福部已成立凌虐院生事件的調查小組，調查小組昨已至教養院針對教養院人力、對待院生的方式等進行調查，但因親民啟能教養院為私人機構，衛福部無法直接管轄，但已與教養院董事會、院生家屬進行會談，對於院長適任問題提出建議，將建議董事會應讓院長周本錡暫時停職接受調查，但最後是否要撤換院長仍由董事會決定。
