暴力院長痛毆憨生　連踹40腳「管教」

【方翊倩／綜合報導】民進黨立委陳節如昨踢爆苗栗縣親民啟能教養院院長凌虐院生，影片拍到周本錡多次在院區內對智能障礙院生踹腳、勒脖、棍毆等，行徑令人髮指，陳節如呼籲政府盡快讓該教養院停業、輔導院生轉至其他機構收容。

《蘋果》報導，陳節如昨公布4段影片，其中2月24日最誇張。周本錡在教室內先後攻擊6院生，其中1名坐在椅上的院生被周連踹40多下，再將其椅子扯開，讓他跌倒在地後持續猛踹。該院生起身後周繼續踢，還甩他巴掌、勒該院生脖子，在旁觀看的院生沒人敢反抗。播放影片時，在場智障者家長代表邊看邊罵：「這種人一定要關起來！」

周昨先否認，得知有影片後辯稱，院生不少有暴力傾向，才會以木棍等威嚇方式管教；他說林姓院生有露鳥惡習，只有踹他屁股、大腿才能讓林收斂。王姓院生因企圖闖入女院生宿舍，才以勒頸方式將他拖走。還有院生多次毆打其他院生，才持棍威嚇管教。
