消基會批健保總額畫太大　醫師團體反擊

【張博亭／台北報導】健保會今、明日舉行總額協商，討論逾5千億元的健保總額該如何分配，醫師公會全國聯合會今發表聲明，指總額如停滯不前，醫師出走會更加嚴重，該會秘書長蔡明忠甚至說，健保總額若減少，將導致醫界崩盤。

消基會日前批評健保總額在2013年增加198億元是撒錢，績效不彰，蔡明忠反擊，指2011年台灣的國民醫療保健支出僅占GDP 6.6%，除遠不如美國17.7%、加拿大11.2%，也低於鄰國日本9.6%、韓國7.4%，等於是用低廉成本創造高滿意度的健保制度，卻還被質疑，相當不公平。
