【張芳榮／台北報導】929上街罵馬英九遊行，台北市警局將從929零時起，預計在凱道的周圍實施第1階段的交通管制，並雙向管制、禁止車輛通行。由於，警方預計將有萬名黑衫軍參加，故警局對於交管結束時間並沒有明訂，警方也呼籲民眾，停放在管制區的車輛可以提早駛離，免得參加民眾過多時，車輛無法駛離。

台北市警局指出，第2階段是民眾遊行的時間進行交管。從本週日14時至24時，仁愛路4段（安和路至延吉街）慢車道依現場狀況及人數管制、禁止車輛通行。並將加強遊行沿線違規車輛取締、拖吊。
