王金平邀朝野協商　綠營力挺

【李英婷／台北報導】被國民黨撤銷黨籍的王金平，上午10點仍到立法院主持例行協商，民進黨團總召柯建銘受訪表示，立法院17日開議，朝野都應理性討論，民進黨不會採取任何報復性或情緒性的攻擊，同意行政院長江宜樺可在開議當天赴立法院報告。至於處理哪些議題，則待下周二王金平召集朝野協商後再討論決定。

對於王金平的身分爭議，柯建銘強調，中選會違反《中選會組織法》，重大爭議事項未經委員會討論直接函送立法院，因此要求立法院應予以退回。柯還表示，從憲政體制來說，即使國民黨撤銷王金平黨籍，他也是「無黨籍的國會議長」，且《憲法》第74條規定，立法院組織以法令定之，所以「怎可以用國民黨的家規，凌駕《憲法》程序？」柯強調，開議當天，當然由王金平主持會議，畢竟法院還在審理中，也還有憲政程序問題，馬英九是不可以指揮國會。
