達拉斯聯邦儲備銀行(FED)總裁費雪(Richard Fisher)22日指出，美國法規、財政政策導致太多不確定因素，是製造業復甦不如預期的主因，在此狀況下，如果只靠FED超寬鬆貨幣政策，這樣並不足以讓製造業起死回生。

雖然費雪今年並不是本屆聯邦公開市場操作委員會(FOMC)的決策委員，但他在抵制量化寬鬆(QE)政策方面向來不遺餘力，因此被視為通膨鷹派陣營的靈魂人物。

費雪表示，製造業在美國GDP所占比重日漸式微(12%)，儘管目前比起歐洲國家稍微好一點，但如果政府行政、立法都拿出應有表現，製造業成就絕對不僅止於此。

費雪上個月曾呼籲，如過經濟狀況許可，FED應在9月17至18日會議上放緩購債措施，當日他則再度警告，FED目前執行中的寬鬆政策伴隨著許許多多風險。

據彭博社8月9至13日調查，經濟學家預測9月QE應會開始有秩序退場，期初規模將由每月850億美元縮減100億至750億美元。
