市長朱立倫16日出席在市府6樓大禮堂舉行的績優民政人員及溫馨天使表揚大會，親自頒發洪豐村、曾瑞鎮等36位績優民政人員，及林碧霞、潘素菊等114位績優溫心天使獎狀表揚。

朱立倫指出，民政人員和里幹事是第一線為民服務人員，基層服務好，民眾感受就好。而撐起高風險家庭防護網的溫心天使，無私熱情的關懷訪視，讓單親、弱勢及獨居長者們及時得到政府的資源和照顧，從而避免許多不必要的悲劇發生。

民政局長江俊霆表示，獲獎的平溪民政災防課長洪豐村，在平溪服務超過24年，任內為平溪創立圖書館、遷葬並重建納骨塔，全力推廣觀光，讓平溪天燈從地方飛上國際。從彰化到台北來打拼，洪課長說他草根性強，偏遠地區比較適合他。

獲民政人員和績優溫心天使肯定的蘆洲里幹事曾瑞鎮說，做里幹事用心就可以了，但是做溫心天使卻要有心。他表示有些高風險家庭，防備心強，並不喜歡被探視關懷，必須多走幾趟「博感情」，才能讓他們打開心門，接受外界的溫情和關懷。

汐止新昌里長林碧霞獲頒績優溫心天使表揚，她指一年多前，里內有位82歲獨居老人，因貧苦和不耐寂寞經常鬧自殺，林里長常带食物上門探望，在老人臨終前，還為她找到失聯多年的兒子，讓老人無遺憾離開人世。金山的潘素菊則把心放在隔代教養的青少年身上，她說金山比較偏遠，許多父母不是出海捕魚就是外出工作，她和其他溫心天使除了探望高風險家庭外，也會轉介社會資源，安排孩子們多多參加活動，關懷鼓勵叛逆青春期的孩子。
