在野黨立委持續霸佔立法院主席台，阻擋國民黨通過核四停建公投案，在無法搶下主席台開會的情況下，國民黨立院黨團書記長賴士葆說，國民黨將持續排班，伺機佔回主席台，讓會議進行，若到周二仍不能開會，國民黨不排除要求召開第三次臨時會，他強調「有決心一定要在臨時會中通過核四公投」。
為反對立法院通過核四公投案，在野黨立委昨天傍晚起就持續佔據議場主席台，國民黨立委自凌晨起也已發動了4波攻勢，但都無法成功搶回主席台。
今日下午4時45分左右，國民黨立委再度聚集在議場內，並發起第5波行動，分別從主席台的兩側搶進主席台，雙方再度爆發推擠衝突，國民黨立委仍無法順利進入主席台範圍，無法開始會議，期間還發生在野黨立委丟擲礦泉水的事件，主席台後門也不斷傳來撞門聲。
國民黨立委在衝突期間持續以大聲公呼喊口號，要求「核四公投，人民作主」，民進黨立委也以擴音器回擊「核四停建、不能公投」，推擠持續15分鐘左右，國民黨立委眼見無法順利搶下主席台，便轉向聚集在發言台前呼喊口號，陸續散去。
在無法搶下議場主席台的情況下，國民黨政策會執行長林鴻池、立院黨團書記長賴士葆、首席副書記長林德福與副書記長陳鎮湘轉而到黨團辦公室召開記者會。
林鴻池說，核四問題已吵吵嚷嚷20多年，若立院不能做出決定，就應交給人民公投作主，國民黨只是將權力交還給人民，民進黨歷任院長與黨主席也都支持公投核四存廢，現在國民黨願從善如流，卻變成民進黨反悔拒絕。
賴士葆說，國民黨將持續排班，伺機佔回主席台，讓會議進行，如果到下周二都無法順利開會，國民黨團不排除要求召開第三次臨時會。他說，國民黨團有決心要在臨時會中通過核四公投。
