軍方調查陸軍下士洪仲丘即將退伍，不背值星帶，引起其他士官不滿，但家屬質疑為何現在才說不背值星帶，是把責任推到死者身上。國防部長楊念祖今（1）日受訪表示，「這是軍高檢根據事證，偵查結果的報告，尊重軍高檢的偵查結果。」

立法院外交及國防委員會今日邀請國防部長楊念祖等人，報告「軍中人權保障及陸軍下士洪仲丘案」。在會議開始前，楊念祖接受媒體記者採訪。

對於前國防部長高華柱提及，軍中確實有人要整洪仲丘。楊念祖表示，這個部份軍事發言人已澄清了，他就不再多說。至於傳出542旅，有人要整洪仲丘？楊念祖說，「這句話我沒有評論。」

8月3日民間團體將再上街頭，是否再出面回應訴求？楊念祖表示，這個部份規劃中、評估中。

外傳軍中下封口令，不能再談洪仲丘案？楊念祖說，「從來沒有過！」

另外，軍檢報告被質疑是放大官、抓小兵與小護士？楊念祖強調，軍檢的報告書已辦到該辦的階層，最高層級是少將，根本沒有辦小不辦大的問題。

對於家屬質疑立法院即將修軍事審判法，為何軍檢提前起訴？楊念祖說，此為法律制度的程序問題，並按照司法獨立的方式在軍檢辦案，而修法是立法院的程序。
