國家通訊傳播委員會主委石世豪表示，NCC將依行政院所定期程，於明(103)年儘速提出通傳匯流法草案。石世豪說，未來通傳匯流新法將使政府更能積極扮演鼓勵投資建設及合宜之管理角色，並且透過法規鬆綁，使產業更可擴大投資之規模，以提振經濟發展、創造就業機會，讓我國成為創新（innovation）、智慧（smart）、多樣（diversity）與無所不在（everywhere）之充滿選擇（full of choice）的通傳科技服務場域，將是指日可待的美麗新境界。
全球數位匯流潮流澎湃洶湧，我國ICT產業將如何借力使力開創新藍海？科技發展日新月異，愛嚐新求變的台灣消費大眾又將如何能享有更質優價廉的創新技術及服務？這一切答案， 石世豪在接受NOWnew.com《今日新聞》訪問時，娓娓道來。
為因應數位匯流趨勢，石世豪表示，NCC的確充分地認知到民眾及產業對通訊傳播匯流法立法的急迫需求，所以決定將儘速依行政院7月16日在電信法修正草案審查會議之結論，將電信法修正草案納入下階段之通訊傳播匯流立法，通盤調整法律架構，以求畢其功於一役。
石世豪說，除了對行政院政委張善政及各部會於此次電信法修正草案所提出之各項意見表示感謝之外，NCC也將依行政院所定期程，於明年儘速提出通傳匯流法草案，以引入活水，營造投資增加、產業擴展及社會蛻變之契機。
對於此次電信法修正草案中因應匯流之相關規範，及各部會所提調整建議，石世豪強調，將與刻正於立法院審議中之「廣播電視法」、「衛星廣播電視法」及「有線廣播電視法」等三法修正草案中相關的規範，以及其他促進匯流所必要之監理措施與制度誘因，合併作通盤考量，以納入未來匯流之修法。
至於目前修法的工作進度，石世豪說，NCC已成立了「通訊傳播匯流修法策略工作小組」，針對法規匯流趨勢前提，於先進國家匯流法典架構及內容監理規管方式、行政作用及其措施之法律工具等議題進行初步討論。後續將持續辦理草案之草擬工作，也將廣徵社會各界意見，使其更臻完善，並儘速請行政院完成審查後，轉請立法院審議。
